第二点的as应该是“当”的意思把?我的理解为：当提出足够论据证明垃圾不会有危害时，却没有证明垃圾存在一定的危害。
好奇怪，垃圾堆和危害的关系按常理就可以联系起来，题干中就是做这么一个survey(虽然survey得过程有很多令人怀疑的东西)来确定是否两者有关联，当然不用事先声明垃圾和危害有关联...
